To subscribe to the dev list, an email to dev-subscribe@rya.incubator .apache.org should suffice. Only the email address used to send that email matters, as that email address will be added to the dev list. You should receive a confirmation email after you subscribe.
Unfortunately, if you are subscribed to the dev list, and you send an email to that dev list, you will not receive the email, but everyone else will receive the email - making it harder to check that the email was indeed received, and that you are indeed on the list.
