Hi,
Without a community or an active PPMC the project cannot really continue in the 
incubator. Given the last commit was 9 months ago and there is little to no 
activity on the mailing list it probably time to retire the project. This is 
not bad thing, all projects go though a life cycle and development of the 
project could still occur elsewhere if there are people are interested in doing 
that.
