S4 had been inactive for a while and with no sign of coming back to life.
The codebase is obsolete by today's standards and even compiling S4 requires
manual steps.
I propose to drop support for S4 and remove the SAMOA-S4 module.
This will simplify the codebase, reduce the number of dependencies, and
possibly reduce technical debt. It will also allow to move towards higher level
APIs for the streaming engines in the future.
