seems to have a bug.

TestOffsetManager::testShouldFailWhenMissingDefault().  It was discovered
and ignored when we got rid of the old-style exception-expect code and
replaced it with ScalaTest.  Looks like we forgot to open a JIRA to track
down the issue.
