After import Calc creates huge cell L8684 which contains many records at once.

Based on your further description that seems to be yet something different 
though. Well, not much to say without having seen the data.

I tried to load this messy data

"first field"x,y"second field"
"third field","fourth field"extra
"fifth field
still the fifth"
"sixth field"extra
maybe seventh"

into both, Excel and Calc, and they both came up with the same result.
So your (respectively the OP's) case seems to be somewhat pathological..

I wouldn't exactly call that improvement though. It would just introduce some 
more fuzziness to be able to read data written by applications that aren't able 
to properly write CSV.

Maybe somewhen.. it most certainly won't get any priority (let's see the data 
first though), but it would be good anyway to have that documented in an issue, 
with test case data.
