Description:
Depending on the infrastructure requirements, the user responsible for tiles
insertion in Cassandra may not have the permission to create the keyspace.
Adding a dedicated configuration item in domsconfig.ini could make the keyspace
creation optional.
In order to do so, I propose the following addition in domsconfig.ini cassandra
section :
**create_keyspace_granted**
Value could be **True** or **False**
If the value is set to "False", then we skip the keyspace creation & directly
use the set_keyspace() function.
