They are implicitly binding iff the voter is a PPMC member. Saying “(binding)” is just a courtesy to the RM.
When announcing the result the RM should distinguish binding from non- binding votes. Non-binding votes don’t “count” but can alert the PPMC to problems and so are worth taking seriously.
