Data is commonly deleted by this tool so that it can be reingested.
There is a common annoyance where data that needs to be reingested is ignored
by the collection manager since the corresponding entry for the input granule
still exists in the nexusgranules collection.
This can also occur with certain errors that occur within the granule ingester
(can be caused by the user) that do not requeue the source message into RMQ.
