[VOTE] [RESULT] Release Apache Sedona (incubating) 1.0.0

Hi folks,

The first vote for Sedona 1.0.0 has failed due to the issue of asf dist
folder and artifact naming. I will start a new vote on sedona 1.0.0 rc1
right away because I have fixed the comments from Von and Felix.
