Summary: ST_Union_Aggr should work for polygons who do not overlap
each other

Currently, ST_Union_Aggr will union polygons which overlap each other. If there
is a polygon do not overlap any other polygons, the function will throw an
exception.
We should improve the logic here so overlapping polygons are unioned together,
non-overlapping polygons are kept as individual polygons in the result.
