Similar to [ST_Tile|https://postgis.net/docs/en/RT_ST_Tile.html] in PostGIS.
Please note that although {{RS_Tile}} and {{RS_TileExplode}} were introduced to
Apache Sedona, they still do not work well with large rasters. We need to
support something similar to the ["out-db
rasters"|https://postgis.net/docs/RT_reference.html#outdb] in PostGIS.
