[RESULT][VOTE] Release Apache Sedona 1.5.1-rc1

Dear all, Sorry folks. I discovered 2 bug fixes (SEDONA-478 and SEDONA-479)
that escaped from 1.5.2-rc1. SEDONA-478 is a critical bug. I will create a
new release candidate and start another round of voting.
