Summary: Return Structs for RS_ Functions

Several RS functions return arrays who’s values represent a statistic (mean) or
a meta values (Scale-X). Without memorizing the ordered list or referencing the
user docs users cannot easily discern what the values represent.
We would like to return structs for the following RS functions using the
description as the key and statistic/ metadata name as the value
- RS_ZonalStatsAll
- RS_MetaData
- RS_ZonalStatsAll
- RS_GeoTransform
