The PR name follows the format `[CI] my subject` ## What changes were proposed in this PR? This PR adds another check/test/hook to our pre-commit framework So far just targets TOML files. Using pre-commit we can auto add license headers to files on `git commit` or when running `pre-commit run --all-files` ## How was this patch tested?
