The PR name follows the format `[SEDONA-XXX] my subject`. ## What changes were proposed in this PR? There are 2 changes in this PR: 1. Specify `GDAL_MEM_ENABLE_OPEN=YES` when opening the MEM:: dataset. This is required since GDAL 3.10. See https://gdal.org/en/latest/drivers/raster/mem.html for details. 2. Use the `SPATIALREFERENCE` parameter to load MEM:: dataset when using GDAL 3.7 or later. This is a better way of attaching CRS information for in-memory raster data. ## How was this patch tested? Passing existing tests.
