This ticket is for adding an STAC (SpatioTemporal Asset Catalog) collection
reader to Sedona. The reader will fetch STAC items and load them into a Sedona
DataFrame. The data can be sourced from static JSON files or external services,
such as Earth Search by Element84.
The reader will support two sources:
* {*}Static JSONs{*}: Load STAC items from a local or network path to a JSON
file.
* {*}External Service{*}: Fetch STAC items from an external service, such as
an API (e.g., Earth Search).
