See the discussion in SERF-133: on some platforms, for no discernible reason,
SCons will add debugging ({{-g}}) and/or optimisation ({{-O2}}) flags to the
environment's {{CCFLAGS}} during config checks. This overrides users' settings
in {{CFLAGS}}.
