Get all archived versions of Serf to build for ABI compatibility checks.
Everything before 1.3.9 needs OpenSSL 1.0.x, and some other tweaks.
SCons builds prior to 1.3.10 require scons-2.3.5.
* abi/src/install.sh; Special-case patches and build invocation for SCons
and older autotools builds. Setting the OPENSSL variable is almost
mandatory.
* abi/patches/1.3.8-openssl-first.patch,
abi/patches/1.3.9-openssl-first.patch,
abi/patches/config.guess,
abi/patches/config.sub: New files.
