Hi Team,

As we are in the middle of incubating, it's quite important for everyone to
know about how we make the decision[1] in Apache and how can we build
consensus[2].

Let me quote some of the lines from community.apache.org

The most important thing about engaging with any Apache project is that
> everyone is equal. All people with an opinion are entitled to express that
> opinion and, where appropriate, have it considered by the community.
>
> Lazy consensus[3] is the first, and possibly the most important,
> consensus building tool we have.

> Occasionally a "feel" for consensus is not enough. Sometimes we need to
> have a measurable consensus. For example, when voting

> committers or to approve a release.

After go through these document, you may understand why our voting process
is start from the discussion first.

Please let me know if you have any question about it.
