ServiceComb Pack is upgraded to Spring Boot 2.1.1.RELEASE in 0.4.0. [1] I think that is the key reason that you cannot just upgrade pack version to run in your environment.
After upgrading the Spring Boot version, the complaint of OmegaContext is gone.
