Deploying the servicemix-web-console-3.2.1.war does not work

When copying the war in the deploy folder, excpetions are displayed, but when
using
osgi install -s
war:mvn:org.apache.servicemix/servicemix-web-console/3.2.1/war
it works.
This means the war deployer has some problems.
