Yes, it sounds reasonable.
Maybe a slightly better way to avoid changing the startup.properties would be
to automatically mark the package as exported by the system bundle (in
config.properties). It should work even if the package is not present. When
embedding smx kernel, it would required putting a jar in the lib folder instead
of the system folder, and it should be added to the classpath automatically,
thus making it available for all other bundles.
