RFC0139 is just about managing the OSGi framework itself and does not define 
anything else.
So it allows all operations on bundles along with inspecting bundles, services 
and packages.  An MBean for the Config Admin is also available to be able to 
change configuration properties.
So I don't think it would really help here.
