Fix For: servicemix-cxf-bc-2009.02
so that the jax-ws-catalog.xml works for cxf bc endpoint.
Previously we have transitive xml-resolver dependency from cxf-ws-policy, but
now as the change in cxf, we don't have this dependency now, we need add it
explicitly
