add optional package bundle for cxf feature

Fix For: 4.2.0
This can avoid cxf-bundle being refreshed(which consequently cause
servicemix-cxf-bc/se component shutdown/start, endpoint deregister/register
which usually cost long time) when optional bundles installed.
So we just put optional bundle in cxf feature to ensure all cxf
necessary(including optional) package available
