which cause org.osgi.framework.BundleException: Unresolved constraint in bundle
activemq-broker.xml [43]: Unable to resolve 43.0: missing requirement [43.0]
package; (package=javax.jms)
as not all required dependency by default is available.
This comes from that we have org.apache.felix.fileinstall-activemq.cfg which
will pick etc/activemq-broker.xml, we should disable it by default
