When installing the JBI feature, the container occassionally freezes. The
combination of the cyclic reference in the Blueprint file with the use of
{{org.osgi.service.cm.ManagedService}} for the configuration of the executors
seems to be causing a problem where some of the Blueprint extender threads get
stuck waiting for a Future to complete.
