As explained to Gert on IRC, we released Karaf 2.3.8 quickly due to an issue
in Felix FileInstall 3.4.0: in some case (especially in custom
distributions), if a file in etc folders is modified during the polling (at
startup), you have a ConcurrentModificationException.
We fixed that in Felix FileInstall 3.4.2, and Karaf 2.3.8 upgraded to this
FileInstall version.

I tested on ServiceMix, and it's not impacted (I saw that in a couple of
custom distribution, with bundles modifying ConfigAdmin).
