Then they should not declare dependencies on -SNAPSHOT versions.

The presence of a repository that contains snapshots does not mean
that snapshot versions will be used.

The alternative would be for each of us to put that repository in
settings.xml, and remove it from the shale-parent pom.  It would still
be in Maven's list of repos, but without releases enabled, as we would
be inheriting it from the Apache parent pom.
