Well, Shale is more of a collection of services for JSF apps as opposed to a full-fledged framework. It has a lot of useful features, however, and I generally recommend it for people for whom JBoss Seam isn't a good fit. Regardless, the point is that there's a lot of good code here and very little activity from the committers (as Gary mentioned).
