Community votes aren't officially "binding" -- we still need three Shindig PMC members to +1 a release to push it out the door, but community members are definitely allowed to vote and are encouraged to do so. The more people we have reviewing releases the better. And I think that goes for any kind of Apache vote-like activity on any project really -- whether it's a release vote, a code review, a graduation vote for an incubator project, a simple discussion on the mailing list, ... >The build worked for my needs.
