[ANNOUNCE} GitHub discussions and "squash and merge" are now enabled

In addition to the mailing lists, GitHub discussions are now enabled for Apache 
Shiro.

In addition, it’s no longer necessary to squash all the commits in pull 
requests as “squash and merge” is enabled on GitHub.
