This PR - fixes the build issue for job `build-cpptest-on-cpu` by (1) freezing Python version to 3.9 (2) add `apt update` before installing packages - changes a job name to follow the naming convention - updates some files in the repo to pass the Apache license check The fixed jobs succeeded under [Nektos Act](https://nektosact.com/introduction.html), which is believed to perform the same as online GitHub Actions.
