This ticket refers to a milestone of SINGA-30.
Currently, we only support internal zookeeper service, which will be stopped
and cleaned up for each singa job. That is because a job crash may leave
zookeeper in an invalid state and affect future jobs.
To support external zookeeper, we should not stop the service each time.
Instead, we need a tool to clean singa sub-folder in zookeeper.
