The Tensor class is add in SINGA-164.
Operations/math functions against Tensor would be added in this ticket,
including
1. linear algebra functions, e.g., BLAS functions and element-wise functions.
2. neural net functions, e.g., conv and pooling
3. random functions, e.g., uniform and gaussian.
