    Description: This ticket would add a Python Tensor class, which provides 
functions as the C++ Tensor class with APIs in Python convention. Most of these 
functions are implemented by calling the C++ Tensor functions via Swig.  (was: 
Python bindings provide easy access to layer functions.
This ticket creates the base python layer for V1, which differs to the python 
layers of v0,3 in terms of the layer construction. We are going to explicitly 
config the layer conf and then call c++ layer's Setup function. In this way, it 
would be easier for users to know how to create a python layer (e.g., what 
arguments should be provided).

The dropout layer would be used as an example.)
