Summary: Generate wheel files automantically by Jenkins

Jenkins (SINGA-216) can be configured to execute a script every time a new PR
is merged.
We can use this script to
1. compile singa and run unit tests.
2. create singa binary libraries for downloading
3. create wheel files for downloading. The generated wheel files are always
update to date.
The first task has been done by SINGA-216. This ticket would implement the
third task.
