In SINGA-303, we added the too/conda folder for creating conda packages.
It has been tested on ubuntu14.04/16.04. This ticket is to extend this feature
for deployment on CentOS6, which has an older version of glibc (2.14). This is
an optional choice for users using CentOS6.
