cmake allows the commands to be either upper case or lower case.
Currently, the cmake files of Singa are a bit messy with both upper case and
lower case commands. In addition, there are many comments.
This ticket is going to clean the cmake files.
# use lower case for commands and upper case for variables
# delete comments
