Summary: Extend the Rafiki component for AIaaS

We have the Rafiki component in the source code /python/rafiki to provide the
inference of vision tasks.
It would be better to extend this component to provide AI as a service on top
of Singa. The following features could be considered,
# training service with model selection, automatic (distributed)
hyper-parameter tuning, checkpoint management
# inference service with ensemble modeling, latency and accuracy optimization.
Developers are encouraged to create tickets for the specific features.
