I got a reply about my request to create a wiki space for SINGA in confluence:

May be one of the mentors could help with creating the wiki space if you think
it will be useful.
However, it is not obligatory to create a confluence wiki page for the maturity
evaluation. Another option could be to create a wiki page in [SINGA's github
repository|https://github.com/apache/incubator-singa] for this evaluation. But
SINGA's github does not support wiki pages now. We may enable this feature to
allow creating wiki pages in github.
The recent two incubating projects that were graduated from the incubator are:
Griffin (graduated this November) and Pulsar (graduated last September).
Griffin used a [confluence
wiki|https://cwiki.apache.org/confluence/display/GRIFFIN/ASF+Maturity+Evaluation?src=contextnavpagetreemode]
for the evaluation, while Pulsar used a [github
wiki|https://github.com/apache/pulsar/wiki/Apache-Maturity-Model-Assessment-for-Pulsar].
I think we need to decide if we want to create a confluence wiki, a github wiki
or both.
The wiki is not only for the graduation tasks, but can be useful for other
things of course. For example, Griffin uses the confluence wiki to record
project meeting minutes and Pulsar uses the github wiki to keep track of
improvement proposals.
