Currently, all devel images put the code at $HOME/incubator-singa, e.g., https://github.com/apache/incubator-singa/blob/master/tool/docker/devel/ubuntu/cuda10/Dockerfile#L77 If we want to move it to /incubator-singa, we have to update all images. But we need a reason for this change.
