Irrespective of the decision for this project, I will provide you general feedback. You did a good first step or finding a apache project and a technology to add in. But as you can see from the discussion, the community generally has provides valuable feedback if you engage early and ask right questions. Secondly, your proposal has to be very concrete and list detailed milestones and plans of execution. Looking at your brief proposal it will be very tough to judge. You can look at a example gsoc proposal on a student how we picked up the idea from a JIRA and made a proposal all by communicating in the mailing list and jira.
