I just noticed that svnpubsub for release publishing is not setup. So I 
requested the same - https://issues.apache.org/jira/browse/INFRA-6468

As part of this setup, we will be asked to copy a KEYS file and a release 
artifact so the setup can be complete. I will use the 0.2 release when INFRA 
asks for it.
