Blocking issue in 0.3 release

If I'm understanding right, the next step for the SIS 0.3 release would 
be to put the source, binary and javadoc files in the following directory:

https://dist.apache.org/repos/dist/dev/sis
However this directory does not yet exist (only the parent directory 
exist), and I don't seem to have the authorizations to create it. Maybe 
I missing some steps (e.g. maybe I'm not suppose to commit directly to 
that directory). Does any one have some clues about how to progress here?
