I agree that we need to release more often, and waiting for completion
of "sis-referencing" module would be too long. However we still have
some half-backed code. What about the following target?
For SIS 0.4:
* Finish Geodetic Objects implementations up to GeographicCRS.
* Well Known Text (WKT) parsing and formatting.
* At least a draft of Feature API (for the Shapefile reader, which is
now on trunk).
Deferred to SIS 0.5:
* ProjectedCRS and map projections.
* EPSG database.
* CRS.findMathTransform(...)
