An alternative is to use keywords like:

/gmi:MI_Metadata/gmd:identificationInfo/gmd:MD_DataIdentification/gmd:descriptiveKeywords/gmd:MD_Keywords/gmd:keyword/gco:CharacterString
WHERE: gmd:MD_KeywordTypeCode = 'program'

Not ideal as keywords tend to get overloaded, but there's not an obvious
spot in the ISO standard for this.
