I don't think a web application should be part of SIS.
I think it depends how far the application goes. I agree that we should
not go the the point where we select a framework (e.g. Spring) and force
all users of SIS web application to adopt that framework. But if we can
provide some services based only on standards (e.g. JavaEE or its
successor), and let users choose their framework, that could be valuable.
But anyway this is probably not for this year...
