Being a committer enables easier contribution to the project since there is no need to go via the patch submission process. This should enable better productivity.

The Project Management Committee (PMC) for Apache SIS has invited Bruno
P. Kinoshita to become a committer and we are pleased to announce that
he has accepted. Bruno has been the main force behind migration of
Apache SIS web site to a new Content Management System (CMS). Before
Apache SIS, he also did a similar work for the GeoAPI web site [2].
