I have been experimenting the first steps of a release lately, for checking if it could be done with the new project configuration (Gradle and JPMS). It seems okay. Should we prepare a Release Candidate? If there is no objection, I will submit a RC for vote this week, hopefully for a release done in time for the "Community over code" meeting in Halifax next week.

The Apache SIS 1.4 release would have various bug fixes a few new features, but the biggest change is probably the upgrade to Java 11, modularization (JPMS) and switch from Maven to Gradle (was necessary for module source hierarchy). More work are under progress, notably a GeoTIFF writer and ISO 19111 upgrade (necessary for EPSG dataset upgrade), but I think it would be safer to have a 1.4 release done focussing on Gradle + JPMS before a 1.5 release with those new features.
